For twenty years, search advertising meant one thing: buying a place next to the results people get when they type a query into Google. ChatGPT adds a different moment. People describe a problem in full sentences, ask follow-up questions and often ask for a recommendation. Since 2026, businesses can place ads in that conversation.
This guide explains how ChatGPT ads work and how to approach them as an advertiser. Every platform fact here was checked against OpenAI's help center and developer documentation in November 2026. The channel is changing quickly, so we note where details are still evolving, and we avoid quoting third-party price estimates that cannot be verified.
What are ChatGPT ads?
ChatGPT ads are paid placements that appear below a ChatGPT response. Each one is clearly labelled and shown separately from the answer. OpenAI describes ads as paid placements and says seeing an ad does not mean OpenAI endorses the advertiser. Searches for "chatgpt ads" (about 12,100 a month in the US), "chatgpt ad" (3,600) and "ads in chatgpt" (1,000) show how quickly interest has grown, from both users and advertisers.
Key facts from OpenAI's help center:
- Ad testing started in the United States on 9 February 2026 and has since expanded to more regions.
- Who sees ads: users on the Free and Go plans. Plus, Pro, Business, Enterprise and Edu accounts do not have ads.
- Minors: no ads for accounts identified as belonging to people under 18, based on account age information and age prediction.
- How many: one ad unit below a response, which may contain one or several images.
- Logged out: ads shown in logged-out experiences are limited to content appropriate for all audiences.
What do ChatGPT ads look like?
An ad appears as a card underneath the answer, marked as sponsored. It shows the advertiser's name, a title, short copy, imagery and a link. Retailers with a product feed can show product cards from their catalog. OpenAI is also testing a multi-image visual ad format that appears while ChatGPT generates an image, which disappears once the image is ready.
How do ChatGPT ads work?
When an ad slot is available, OpenAI's ads system picks an ad based on expected relevance and outcomes. According to OpenAI, it considers:
- The context and intent of the current conversation.
- The ad's landing page, title and copy.
- Context hints and targeting selections provided by the advertiser.
- For users with ad personalization turned on, select signals from their wider ChatGPT use, such as past chats, memory and how they have interacted with ads.
When several ads are eligible, ranking combines relevance and advertiser bids. Users can turn personalization off, in which case ads are based only on the current conversation. Personalized ads are not initially available in the European Economic Area or Switzerland.
Do ads influence ChatGPT's answers?
OpenAI says no. Ads run on separate systems from the chat model, and advertisers have no ability to shape, rank or alter ChatGPT's responses. ChatGPT cannot see the ads shown to a user by default; a user can choose "Ask ChatGPT" on an ad to share it in the chat, and OpenAI says advertisers do not influence what ChatGPT then says about it.
That separation matters for strategy. Paying for ads does not get your brand recommended inside the answer. Being named in the answer is organic, driven by how well your brand is represented across the web, which is the work of generative engine optimization. Ads buy the space below. Many brands will want both.
Privacy and what advertisers receive
OpenAI's stated rules are strict, and advertisers should plan around them:
- Conversations are not shared with advertisers, and OpenAI says it never sells user data.
- Advertisers do not get access to chats, chat history, memories, names, emails, precise location or IP addresses.
- Advertisers receive aggregated performance information, such as total views and clicks.
- If a user chooses to message an advertiser through an ad, the advertiser sees only the messages the user sends them.
- Ads are not shown near sensitive topics, including personal health, mental health and politics, and political advertising is not currently allowed.
Some advertisers in regulated categories, such as health and financial services, may be eligible if they meet OpenAI's eligibility criteria, but their ads are still kept away from sensitive conversations.
Who can advertise on ChatGPT, and where?
Businesses sign up at ads.openai.com. Self-serve access depends on where the legal entity that advertises and is billed is based. OpenAI's Ads Manager availability page listed 89 countries as available in November 2026, including the United States, Canada, the United Kingdom, Australia, India, the UAE, Singapore, Japan, Brazil, Mexico and much of Europe. In the newest European markets, advertisers can also start through the OpenAI Ads Solutions team or agency and technology partners.
If your country is not yet available, you can create an account and OpenAI says it will notify you when access opens. The list changes often, so check the availability page before planning a launch.
ChatGPT Ads Manager, the main parts
Ads Manager is where campaigns are built and reported. The structure will feel familiar to anyone who has used Google Ads or Meta Ads Manager:
| Level | What you set there |
|---|---|
| Ad account | Advertiser branding, billing, account status and, for some accounts, account-wide spend limits |
| Campaign | Objective and bidding, budget, location, platform and audience targeting |
| Ad group | Context hints and the ads that share them |
| Ad | Title, copy, images and landing page |
| Conversions | Measurement Pixel, Conversions API and the events you track |
OpenAI also offers an Advertiser API and bulk tools for agencies and larger accounts. For a step-by-step walkthrough of setting up a first campaign, see our ChatGPT ads setup service.
Bidding and budgets
Campaigns have one of three objectives: impressions, clicks or conversions. OpenAI's documentation describes these bid strategies:
| Strategy | Objective | You are billed per | Budget | Who sets the bid |
|---|---|---|---|---|
| Fixed bid | Impressions, clicks or conversions | Impression or click | Daily or lifetime | You set a maximum bid |
| Maximize clicks | Clicks | Click | Daily | OpenAI adjusts bids |
| Maximize conversions | Conversions | Click | Daily | OpenAI adjusts bids |
Points worth knowing before you launch:
- Conversion campaigns still bill per click. The CPA bid guides optimization; you are not charged per conversion.
- They need one active standard conversion event, and custom events cannot be the optimization goal.
- Minimum daily budgets depend on your account currency, and Ads Manager tells you the minimum if you go below it.
- Budget type is fixed in one direction. A lifetime budget can be switched to daily, but not back.
How much do ChatGPT ads cost?
There is no rate card. Prices are set by auction and depend on how many advertisers want the same conversations, how relevant your ads are and how you bid. OpenAI does not publish average CPC or CPM figures, and early third-party estimates vary widely, so we do not repeat them here. What you can control is the size and design of your test.
The planner below works out what a test budget buys at the click cost you expect, and whether it is likely to produce enough conversions to judge the channel fairly.

Targeting and context hints
ChatGPT ads are not keyword-targeted. Targeting works in layers:
| Option | What it does | Limits from OpenAI's docs |
|---|---|---|
| Location | Countries or smaller locations to include or exclude | Up to 2,500 location IDs; product-feed campaigns target at country level only |
| Platform | ChatGPT iOS app, Android app or web (desktop and mobile browsers) | Defaults to all platforms if not set |
| Custom audiences | Include, exclude or adjust bids for your customer or prospect lists | At least 25,000 matched users to include or adjust bids; no minimum to exclude |
| Context hints | Describe the offerings, uses and needs your ads fit | Up to 2,000 per ad group; not exact-match keywords |
Context hints are the part most advertisers get wrong, because they look like keywords and are not. OpenAI describes them as extra information about the ads in an ad group: offerings, uses or needs that the creative and landing page may not fully cover. They guide matching but do not guarantee that any conversation will show your ad. Good hints describe situations, not single words:
- Weak: "accounting software".
- Better: "owner of a small creative agency comparing invoicing and time tracking tools".
- Better: "freelancer who wants clients to pay invoices by card".
Write separate hints for each distinct reason people need you, keep ad groups focused on one offer, and make sure the landing page says the same things, because OpenAI uses it as a matching signal too.
Writing ads for conversations
An ad in ChatGPT appears after someone has read a considered answer. The ads that fit best read like a helpful next step rather than an interruption:
- Be specific about who it is for and the problem it solves.
- Add a concrete reason to act now: a free trial, a guide, a quote, a demo.
- Keep the promise consistent between the ad, the context hints and the landing page.
- Use clear imagery of the product or result, since the format is visual.
- Test several ads per ad group and let results, not opinion, decide.
Our sponsored ads service covers ad and hint writing, and retailers can use catalog ads through ChatGPT shopping ads, built on OpenAI's product feeds.
Measuring ChatGPT ads
Without tracking, a new channel cannot be judged, so set up measurement before spending. OpenAI provides three ways to send conversions:
- Measurement Pixel: JavaScript on your website that sends events from the browser.
- Conversions API: server-to-server events, which OpenAI describes as more reliable than the pixel alone.
- Image tag: a fallback that sends events from HTML without JavaScript.
Standard events include page_viewed, contents_viewed, items_added, checkout_started, order_created, lead_created, registration_completed, appointment_scheduled, trial_started and subscription_created, plus app and custom events.
| Reporting setting | Options | Default |
|---|---|---|
| Click-through attribution window | 7, 14 or 30 days | 30 days |
| View-through attribution window | 0 or 1 day | 1 day |
| When both apply | The click gets the credit | |
Reports cover impressions, clicks, spend, CTR, CPC, CPM, conversions, CPA, post-click conversion rate, attributed sales and ROAS. Impressions and clicks can appear within minutes; OpenAI advises allowing at least a day for conversions. When comparing with Google or Meta, line up the attribution windows and remember view-through conversions are reported separately. Our ChatGPT ads conversion tracking service installs and tests all of this.
ChatGPT ads vs Google Ads and Meta ads
| ChatGPT ads | Google Ads | Meta ads | |
|---|---|---|---|
| Matching | Meaning of the conversation plus context hints | Keywords and search terms | Audiences and interests |
| Moment | Researching, comparing, asking for advice | Searching, from research to "near me" | Browsing a feed, not searching |
| Format | One ad card below the answer | Text ads, shopping, video, display | Image, video, carousel, Stories, Reels |
| Maturity | New, fewer advertisers, fast changes | Mature and competitive | Mature and competitive |
| Measurement | Measurement Pixel, Conversions API | Google tag, enhanced conversions | Meta Pixel, Conversions API |
ChatGPT ads are best treated as an addition to Google and Meta, not a replacement. Judge every channel on the same tracked outcomes, such as cost per qualified lead or return on ad spend. For the two established platforms, see our guides to PPC and Google Ads and Meta ads.
Which businesses should test ChatGPT ads?
The strongest early candidates are businesses whose customers research and compare before choosing, because that is how people use ChatGPT:
- Software and SaaS, where buyers ask for tool comparisons. See ChatGPT ads for SaaS.
- Professional and B2B services, where prospects ask how to solve a problem. See ChatGPT ads for B2B.
- Ecommerce with considered purchases, using product feeds. See ChatGPT ads for ecommerce.
- Financial services and legal, where eligibility rules allow, with care around sensitive topics. See financial advisors and lawyers.
- Education, travel and higher-priced consumer purchases.
Very local, urgent services and impulse purchases have less evidence so far. They can still test, with modest budgets and clear stop rules.
A first ChatGPT ads test, step by step
- Confirm eligibility: your country in Ads Manager availability and your category under OpenAI's ad policies.
- Install measurement: the Measurement Pixel and, ideally, the Conversions API, then test events.
- Choose one or two offers with landing pages that answer the questions people ask ChatGPT about them.
- Build focused ad groups with several ads and a set of descriptive context hints each.
- Start with clicks, using maximize clicks or a fixed bid, while conversion data builds.
- Set success criteria in advance: a target cost per conversion and a budget large enough to reach a meaningful number of conversions.
- Review weekly, improve hints and ads, and move to maximize conversions once you have a steady conversion event.
- Compare with Google and Meta on the same outcome after four to eight weeks, then scale, adjust or stop.
How users can control or avoid ChatGPT ads
Searches such as "chatgpt ad blocker" show that many users want fewer ads. OpenAI offers several controls, which advertisers should understand because they shape who sees ads:
- Plus and Pro plans have no ads.
- Free users can switch to an Ads-Free option, which removes ads but lowers message limits and removes some tools such as image generation and deep research.
- Users can turn off ad personalization, clear their ads data, hide or report ads and see why an ad was shown.
- Temporary Chats show no ads.
Common mistakes with ChatGPT ads
- Treating context hints as keywords, with lists of single words instead of situations.
- Launching without conversion tracking, so there is nothing to judge the test on.
- Too small a test to reach a meaningful number of conversions.
- Sending clicks to a generic homepage instead of a page that answers the question behind the conversation.
- Comparing results on different attribution windows from Google and Meta.
- Expecting ads to change ChatGPT's answers. They do not; that requires organic visibility work.
Web Zodiac sets up, runs and measures ChatGPT ads alongside Google and Meta. See our ChatGPT ads management service, or start with a ChatGPT ads audit if you already have campaigns running.
